That's another one of those tools...let me know if you know what it is...they must be popular in Cali, but I have honestly never seen one before. I think it's an underreamer. The big valve in front of the Circle Jack, is just like the one I use, it's a berry pattern head, so you can use an oil saver on top of it.

Casing underreamer, was very popular in the West back in the day.
